On May 29-30, 2015, the Institute of Pesticide Control of the Ministry of Agriculture of the People's Republic of China held a seminar on the traceability of highly toxic pesticides in Jinan. Liu Yongquan, Secretary of the Pesticide Control Institute of the Ministry of Agriculture, Bu Xianglian, Deputy Director of the Shandong Provincial Department of Agriculture, Liu Shaoren, Director of the Pesticide Control Institute of the Ministry of Agriculture, and Yang Lijian, Director of the Shandong Pesticide Control Institute, attended the meeting and delivered speeches. More than 50 representatives from pesticide control institutes, production enterprises and business units in Tianjin, Hunan, Jiangsu, Hebei, Hainan and Shandong provinces and cities attended the meeting. At the meeting, Director Liu Shaoren of the Pesticide Control Institute introduced the design concept of the pesticide traceability management platform and the demonstration operation of the traceability management platform, and exchanged and discussed related issues such as the traceability management experience of highly toxic pesticides and how to improve the management platform. The successively introduced systems and regulations show that the traceability management of pesticides has risen to the level of legislation. In 2015, the No. 1 Central Document proposed to establish a whole-process traceable, interconnected and shared agricultural product quality and food safety information platform; the State Council launched the revision of the "Pesticide Management Regulations", which will establish and improve the pesticide production and operation account system, and restrict the use of highly toxic pesticides. Pesticide designated management system, pesticide accident reporting system, "problem" pesticide recall system, pesticide waste recycling and disposal system, and additional system of pesticide supervision responsibility, etc., to ensure the quality of pesticide products - "The flow can be traced, and the problem can be traced to the source" .

Pesticide traceability management refers to establishing the corresponding relationship between pesticides and traceability information codes by means of information technology, and supervising the production, operation and use of pesticides in the whole process, and the whole process can be traced. The traceability management of pesticides is divided into general pesticides and restricted pesticides for classified management, step-by-step progress, and overall consideration. General pesticides are managed by bar code, focusing on strengthening ledger management; for highly toxic and other restricted pesticides, anti-counterfeiting traceability source code management will be adopted, one bottle of one code will be implemented, and real-name purchase will be implemented. The country started to adopt traceability management from restricted pesticides. In 2014, the Ministry of Agriculture selected 5 provinces of Hebei, Shandong, Zhejiang, Jiangxi and Shaanxi to carry out pilot projects to implement designated management and traceability management of highly toxic pesticides. At present, many domestic enterprises have taken the lead in carrying out the pilot traceability management of pesticides, and have achieved remarkable results, such as Hebei Weiyuan Biochemical and Shandong Huayang. According to the pilot management catalogue of highly toxic pesticides by the Zhejiang Institute for Drug Control, Hangzhou Yingtai 40% omethoate EC and 20% fenvalerate EC are listed as restricted highly toxic pesticides.

The meeting clarified that after the revision of the "Pesticide Management Regulations", the traceability management of highly toxic pesticides will be enforced. The Ministry of Agriculture has established a unified management platform and announced it to pesticide companies for voluntary selection. Manufacturers can determine the traceability method according to product characteristics and management mode, design their own traceability management software, and configure corresponding traceability equipment. The traceability information code that can be downloaded from the link of the National Pesticide Traceability Management Platform when used, and the additional enterprise information code is commissioned to be produced and printed on the product label and outer packing box. Pesticide operators configure scanning guns and other equipment to scan codes for pesticide sales, and record pesticide purchases, sales ledgers, and product flow. The regulatory authorities carry out fixed-point operation and management of highly toxic pesticides, grasp the specific sales and use of highly toxic pesticides, and ensure that the information codes of highly toxic pesticides correspond to market product information. Law enforcement officers can track the flow of "problem" pesticides based on the information code, thereby identifying producers or offenders.

The meeting indicated that with the advancement of pesticide traceability management, the state will raise the threshold for pesticide production and operation, and domestic pesticide business units are facing a reshuffle. Enterprises with good operating conditions and standardized traceability management will be given priority to operate as designated units. Production enterprises should seize the opportunity to realize the barcode system and traceable source code management of products in advance, strengthen strategic cooperation with fixed-point business units, and use the compliance and radiation of fixed-point business units to improve their corporate image and product image, and then improve market share.
